The speed and flexibility associated with precast concrete enabled the project team for the Winchester Parking Structure project, to meet an aggressive construction schedule required by the City of Winchester. It was determined early on in discussions that this schedule could not be met by using other means of construction such as cast-in-place concrete.

Cost was another important factor in the bid process of this project. The use of precast concrete in both the manufacturing and erection offered significant cost-savings to the contractor, allowing the project to be completed within the budget specified by the City of Winchester.

The building's design had to be approved by Winchester's Architectural Planning Committee, since one corner of the parking structure is located within Winchester's historic district. The architectural benefits of precast concrete allowed the designer the flexibility to create an exterior façade that was consistent with the surrounding historic architecture, as well as cost-effective in production.

This was The Shockey Precast Group’s first project using C-GRID carbon fiber reinforcing rather than steel mesh in their double tee construction. They credit the use of this technology in both maintaining the aggressive construction schedule required by the Winchester Parking Authority's architectural vision, as well as aiding in keeping the construction costs within budget.

The end-result is a parking structure of exceptional durability, longevity, and economy.
